Elsinga Policyplanning and Innovation B.V. has the technological knowledge and experience essential for policy consultancy, project management and implementation of projects in the (organic) waste- and manure treatment sector. This sector is widely diverse and expects specific knowhow at the level of modern treatment concepts and (European) legislation from the consultant.
Employees of Elsinga Policyplanning and Innovation B.V. have acquired these essential skills and knowhow as evidenced by the many projects we are involved in. These projects operate in the area of anaerobic digestion and composting of organic household waste, manure and wastewater treatement sludge, as well as the development of technologies for the treatment of household waste, source-separation of plastics, distribution of waste-heat and CO2 for glasshouse horticulture and the development of public procurement documents in which special attention is given to sustainability indicators.
The multi-disciplinarily that exists in our team is key for our involvement in projects that range from basic strategic policy planning till the level of development and implementation of technical innovations. Project management for the realization of a composting + digestion unit of ‘De Meerlanden n.v.’
2008-nowadays
Elsinga Policyplanning and Innovation developed a unique, smart and innovative design for a treatment plant of the source-separated organic household waste treatment at The Meerlanden (close to Amsterdam). The organic material is digested (producing methane injected in the grid and CO2 for horticulture) before being composted (producing heat, water and compost). Besides the design, we delivered project management for the realization of the plant including subsidy application and set up of a trading and transport system of heat and CO2 to greenhouse horticulture enterprises.

Project coordination for the determination of biogas production potential of several domestic organic waste treatment plants in The Netherlands.
2011-nowadays
This project is a cooperative project between several waste treatment plants in the Netherlands. It was initialized by Elsinga Policyplanning and Innovation. We execute sampling and overall project coordination and documentation.
Support in process optimization at the organic hh-waste treatment plants of among others Twence, DELTA and ANG.
2009-2010
The treatment of source-separated organic household waste is a complicated process. Elsinga Policyplanning and Innovation has over many years acquired a lot of expertise of composting processes, especially in combination with anaerobic digestion. This includes development of detailed mass balances, treatment of digestate and sludge, management optimization of composting units, inactivation of pathogens as well as the mapping of plant surroundings for re-use of energy and by-products (eg. heat and CO2).
Support public procurement projects (European tender) including sustainability aspects for the treatment of domestic organic waste of the provinces Utrecht, Drenthe and Noord-Brabant.
2007-2010
Elsinga Policy Planning and Innovation is very familiar with the European waste sector. Developments in the area of treatment technologies create possibilities for ever more sustainable solutions. We have experience in the translation of sustainability goals into practical indicators in a CO2-tool that can be implemented in procurement documents.

2009-2010
This is the reference document of the treatment of source-separated organic household waste in the Netherlands and includes everything from the relevant legislation, the recent transition from composting to anaerobic digestion, sustainability comparison based on a Life Cycle analyses and CO2 modeling tool, to the numbers of Dutch waste production, treatment and use of compost.
Microbiological inspections
Food safety is an ever growing concern in food production chains. Elsinga Policy Planning and Innovation is a certified inspection service in the area of testing inactivation and monitoring the presence of microbial pathogens in waste and manure treatment processes. Our company makes use of monitoring and sampling methods that were developed ourselves. The relevance and accuracy of our methods is evidenced by the fact that the have been registered as standard methods at the Dutch standardization institute (NEN).
Study of the inactivation of antibiotics resistant E. coli (ESBL) in manure treatment units and composting plants.
2011
Elsinga Policy planning and Innovation has carried out a study on the inactivation of antibiotics resistant E. coli bacteria (ESBL) in manure and organic waste treatment plants.
Development of a standard (NEN normalized) protocol for executing validation studies in the context of the microbial inactivation requirements stated in the EU regulation for Animal By-products (NTA8777).
2010-2011
Facilities that treat animal by-products and/or manure (category 3 and 2 respectively according the EU regulation 1069/2009) have to meet EU standards at the level of inactivation of pathogens during the proces. During a process validation the level of inactivation is verified. This includes the execution of an experiment that determines the level of inactivation of certain indicator organisms. Elsinga Policy Planning and Innovation has developed a standard protocol for executing inactivation experiments. Together with the Dutch food safety authority and other stakeholders, this procedure has been registered as at the Dutch standardization institute (NEN) as a Dutch Technical Agreement (reg. nr. Process validation studies executed at all domestic organic waste treatment plants and over 20 manure treatment plants in The Netherlands.
2007-nowadays
Elsinga Policy Planning and Innovation has carried out many pathogen inactivation studies for process validation purposes as stated in the animal by-products regulation 1069/2009. These included at all Dutch treatment plants for source-separated organic household waste as well as numerous manure treatment plants. This service is provided under strict quality control evidenced by the scope our certificate as a type C inspection service (nr I245).
An integral part of 'validated process' is the implementation of an HACCP-protocol aimed at assessing and minimizing all possible risks involved in the treatment process. Elsinga Policy Planning and Innovation has wide expertise in developing situation-/process specific HACCP documents for waste and manure treatment plants.
Ongoing execution of a microbiological quality check at 17 of the 22 domestic organic waste treatment plants in The Netherlands.

Elsinga Policy Planning and Innovation also operates as a certified product inspection service at numerous composting and manure treatment plants in the Netherlands (registered under nr I245). We follow strictly hygienic sampling procedures and operate only with well-trained staff.
